It functions as a frost blade and a power fist, it also lets him split his attacks, say two frost blade attacks and two powerfist attacks. Thats why it is so awesome.
So he can charge and strike say 3 attacks at normal initiative with Strength 5, and if that doesn't kill you he can follow up with a couple of Powerfist blows for the inta-kill...
