I am trying to do some conversions. What size is his base? Chariot size with the long edge being the front/back?

Even though it says he shoots every magic phase with the prodder, that is still just your magic phase, correct?

Base size is 3x2 night goblin bases, 3 at the front (60x40 mm).

Prodder is a bound spell, and a powerful one at that. Just once per turn in the magic phase.
