I like to create my own Space Marines chapter.
Can i use the special characters from other chapters?
Can i use the miniatiures from other chapters?

No, unless you use the rules of their chapter, as well.

Can i use the miniatiures from other chapters?

Yes. For example, you can use the Dark Angels librarian, Ezekiel, as a librarian for any chapter, but you'll have to use the SM codex to kit him out.

You can't use special characters from other chapters, unless you make your chapter identical to the one they are from. (Rule-wise)

You can use miniatures from other chapters, but beware of different chapter insignia that might look strange. (Some Ultramarine symbols here and some Black Templar symbols there etc.) You should always use the ones you like!

I like to use Dark Angels space marines for my tactical/command/assault squads.
I like to use this character for my army Dark Angel scout sergeant Naaman.

My chapter:
PIOUS : PURITY ABOVE ALL
COURAGEUS : TRUST YOUR BATTLE BROTHER
MAJOR DRAWBACK : EYE TO EYE
MINOR DRAWBACK : HAVE FATE IN SUSPICION
