One of my good friend runs an army of High Elves and every time I've played him I've lost to his pointy eared army. It's never even come to a draw! I would really like to get at least one win at some point, but his "always strikes first" rule negates any charge bonuses I might have. He usually runs a mostly cc-focused army with a dragon and a few eagles to march block and lead any frenzied units I might have around the board. I would love to get somewhere with my chaos army, and he's the only army I've played that I've consistently lost to.

As youve mentioned Frenzy, i can only assume you play Khorne?

Try chariots, impact hits go before ASK, kills resulting will deny the elves attacks back, and then the steeds and warriors get to attack too. Also great due to the small unit sizes of most elf units.

As for countering his dragon, maybe try your own. I doubt he will like the prospect of facing a Frenzied dragon on the field, considering that as soon as he tries to bait it with his Dragon, then both elf and dragon will get mauled.

Helm of many eyes too on the Dragon rider or other Character, negating the elf ASF and taking you back to base Init, although you will probably still be loosing out there too.

I usually play Undivided General with a good mix of Khorne in the army.

I did not know that Impact Hits went before ASF, that's good to know.

The problem with the his dragon is that it is very strong. It has 7 S,T,A, and Ld 10 while mine is only 6S,T,A so I'll be needing 5's to wound, (dragon vs dragon)and he'll still have a 6+ Scaly Skin save, while he'll wound my dragon on 3's with no AS.

Also, do frenzied Knight's mounts count as frenzied? I've been getting mixed answers from different people.

For Khorne Knights and Chariots, no. The army book overrules the main rulebook.

However in the case of a Frenzied rider on a Dragon, then the dragon becomes frenzied too. This doesnt work the other way around though (Ex. Lizardman Carnosaur)

I have had good luck with using a giant against the new high elves. As long as you chase down the spearmen, archers, bolt throwers you will be fine. The Phoenix guard are a pain, but I have been using furies to get behind them and march block and then rear charge at the same time as my knights hit them in the front. It has worked more than it hasn't.

As for the dragon, I would suggest going dragon vs dragon. Even though his is tougher your lord should be more than a match for the elf dragon rider. You can give you lord a weapon that cause multiple wounds which is great for killing a dragon. I'm not saying it will be easy, but you might keep him honest and neutrilize his dragon to where it doesn't wreck the rest of your army.

I wouldn't take any warriors or marauders because they will just die. Knights, chariots, furies, warhounds, and a pimped out lord on a dragon. I also run a Hellcannon once in awhile, but I know most people say it isn't a legal unit.

Any mount ridden by a character/model with a Mark of Khorne won't benefit from frenzy. Other army books with frenzied characters would benefit, however.

So no warriors whatsoever? At the moment I have Chosen Warriors, Chosen Knights, 3 chariots, and some furies and warhounds along with the lord on a dragon. You would suggest dropping the Warriors altogether? I could get another unit of knights or a couple more chariots for their points.

Im not a huge fan of Khorne, Your opponent can use that frenzy against you. Put something not worth the time of a unit like knights. The frenzy knights would have to charge said unit. Tie them up for at least one turn
