My mate and I have just started playing with two new armies and He was woundering does anyone know wich Issues of WD tatics can be found on how to play with them ETC?

Tomb Kings
WD 278 contains alot of Tomb Kings, including a Battle Report, so that may help. 276 Contains a Tomb Kings Preview and 277 contains the designers' notes.

Dark Elves
WD 258 contains the 'new' army book. I don't know if this the latest. WD 188 contains Dark Elves tactics, but these will be very old.
