I would make a C'tan Deathbringer with the same stats as the Nightbringer but a special ability called GAZE OF DEATH where every turn one enemy unit of within 12" has to take a panic test as they see their own demise...

I've had several ideas for characters, but have only constructed one of them so far......A Hive Chaplin for the Tyranids! I haven't fully completed the rules yet.....But they will be finished soon enough......

Why don't you make the Gaze of Death a power, so you don't have to use a whole character for it? It does sound cool, though. Here is mine:

Name: Jonah Crow
Type: Infantry
Point Cost: 200
BS WS S T W I A Ld Sv
5 5 4 4 3 6 3 10 2+
Weapons: Two Power Fists and Twin Hand Meltas (counts as master-crafted meltagun).
Psyker Powers: Hammerhand and Scourging.
Special Rules:
-Jump Pack: Jonah Crow has a jump pack, and follows all jump pack rules.
-Grey Knight: Jonah Crow is a Grey Knight and follows all Grey Knight rules.
-Fearless: Jonah Crow is assumed to pass all leadership tests, even if failure is automatic.
-Rune Armor: Because of his rune-encrusted armor, Jonah Crow has an invulnerable save of 5+.
-Unbreakable: None of Jonah Crow's stats can be altered in any way, and he cannot be instantly killed, except by Wraithcannons.
-Daemon Sanctuary: When hit by daemons, if his normal or invulnerable save is failed, Jonah Crow gets a 5+ Daemon Sanctuary save.
-Divine Strength: When fighting daemons, Jonah Crow gets +1 Toughness and +1 Strength.

The hive chaplain? As in, corrupted zerg style? Cool....

Personally, as far as custom characters go - I stick with standard rules, but create a combination of wargear, or a model that stands out from the crowd. I create a history first, and then build the model and wargear around it. Thats the secret to character building - a consistant storyline.

Example - Kaptin Badruck von Squigwit, Commander of the Green Marinez and Pilot of the Imperius Alphus. Badruck and his boyz were cruisin through space in a small vesel, when they came accross an abandoned imperial cruiser. They boarded, and found the ship completely empty, apart from a single enslaver (warp entity if you dont know) who had managed to slay the minimal crew while the rest were fighting on a planet as the Imperius Alphus was in orbit.

Fortunatly, the enslaver had a little trouble enslaving Badrucks men - orks are not corrupted by chaos fiends too easily. So they were able to drive to offboard, but not before Badruck's best mate, Glorskum, had lopped off one of Badrucks arms in the process. They flushed the enslaved Glorskum out of an airlock, and Badruck was now in control of the ship.

His boyz raided the armouries, donning inperial equipment which happened to be an lucky shade of blue. Badruck, now kaptin of the ship donned the only uniform he could find that was big enough - an ogryns, and set off to start Waaargh! Kaptin Badruck.

The model for Kaptin Badruck is that of an ogryn (the one punching the air), the arm that holds the ripper gun cut off an replaced with Ghazghkull's power claw. The rippergun was removed from the arm, and modelled onto the punching arm, to look like he's holding it in the air. The head is that of a Ork Warboss, and some chaos trophy racks are mounted onto his sholders. The green marines are just standard boys with the occasional blue armour plate or imperial weapon thrown in here or there. The nobz all have imperial style caps made from green stuff.

There you go, a themed, attractive army with a background and reason for existance. Thats the key to good character building and having a fun to play army.

Edit - Wow, that was a longer post than I expected...

It really annoys me when people make new characters that are completely unbalanced.
I don't mean to be rude but that jonah crow gk is obviously designed for winning loads of games instead of sticking with the narrative side of the game. Since when have Gk's used jump packs?
Never because gw says that they always teleport into battle. In all the stories Gk nearly always teleport from a ship in orbit. What makes him so special he can survive a hit from a demolisher cannon and lose only 1 wound. Even abbadon is not that strong!

and 200pts only? he should be about 600!
I will now try to be a bit more helpful.
The idea is nice but he is completely unreasonable.
How about dropping his special powers and just giving him divine strength.
Gk's also always carry a nemesis force weapon.
This is my recommendation for him.
Ws:5 Bs:5 S:4 T:4 W:3 I:5 A:4 Ld:10
Jonah crow carries a nemesis force weapon and a powerfist.
He wears Artificer armour and has an icon of the just
Grey Knight: Jonah crow follows all the rules for Gk
Divine strength: Jonah is watched over by the emperor once per game for the duration of a single assault phase jonah crow gains +D3 to his S and T.

and i like k-tana's idea of background.
Hope ive helped
I play Daemonhunters and i know that it really isnt much fun if your characters are over powerful

With faith in the emperor we will never fail.

He's modified now, so not as crazy. But he IS a special character, so it makes sense that he has a jump pack. He is different than normal troops, anyway.

I think they should make the heads of the four assasin temples.

id make Decius Mortus

he would be the replacement for Abadon when he dies
he would have jet black marine armor with glowing red eyes, he would own 2 chaos dogs and have many many different power swords, like 2 power katana's a broad power sword, a power axe, and duel lightning claws. No one would ever see his face either he would be awsome. On the other hand if somewone were to craft some models about the Lo members that would be kick arse! like me Riptor, BiD, Mel, Dragonslayer, KKK, Belial, BlackHat, and other people like that that would be cool

Idea for decius mortus sounds good but abbadon has been alive for more than 10,000 years and with all the story built up about abbadon he is unlikely to die and not much is really a match for him in combat. Althought i think dante might like to kill his because he killed sanguinus.
Try making decius mortus all different weapons sound cool.

Nah, I think they should make the heads of all six assassin temples, or at least release models for the two temples that don't have rules for them yet...

Hmm, i like the idea of primarch model, but i don't like the idea of having people play them in game. Would be nice to see some kick ass Primarch models though - so long as they are kick ass, and dont end up crap, which would ruin everything.

All ideas for crazy chaos lords and Primarchs wouldn't work cause they'd be too powerful. Only available in, say, a 5000 point battle, and if one died, fluff-wise it would suck.
