There has been a change in the Regal Blue a while ago, or so they say.

For the pale flesh, use basecoat of Elf Flesh, highlight with Pallid Flesh and then with Skull White.

 

For my pale skin tones I painted Dwarf flesh, followed by a Skull White drybrush and then a Rotting flesh wash.

 

Just as a side note, White Dwarf uses color corection when publishing its photographs. The color you see in the picture often isn't what it really looks like. There are numerous examples of pictures of the same model(s) appearing to be of different colors in different pictures.

I don't think its a really good idea to try and match a picture of a miniature painted by someone else. It's hard to do and rarely comes out the same. Then you end up feeling like you didn't do a great job painting. Take the idea, theme, or color combination, and paint it yourself using the colors that look good to you. You might see a Dwarf with blue trim, but pick out a blue YOU like. You'll be happier painting, since you like it, and when you're done you don't compare your model to someone else. You compare it to how well you feel it turned out. Paint YOUR best and don't worry about what someone else's models look like. I think you'll be happier.

When you get really good you'll also have your own unique painting style which people will recognize.
